ICS commissioned this Immigration Legal Needs Report to delve deeper into the most harmful civil legal issue affecting low-income Oregonians: immigration status. We wanted to get a clearer understanding of the legal needs of Oregon immigrants, and to identify gaps in service delivery. The emphasis is on immigrants in rural communities.
